This can happen in all versions of Universal Type Client and Type Server for MacOS and Windows OS computers. What versions or environments might this happen? Or, a client machine might have recently been added to a Workgroup of fonts and this Workgroup(s) are not displaying after they have been added on the server side. When adding fonts to a specific workgroup(s), you may not see these fonts added to another user(s) within the same workgroup.
